The mission of the Chief of Operations Office is to increase the quality and quantity of services essential to meet the needs of the Pueblo of Laguna membership and communities and assist in improving the quality of life across the Pueblo.

The Chief of Operations overs the Pueblo’s operations and ensures that there are efffective operational procedures in place, specifically for the departments and programs under his authority and responsibilities.  This is accomplished by:

• Optimizing operating capabilities
• Developing appropriate strategic direction and controls
• Assisting in compiling the Pueblo’s budget and employing strategies to safeguard assets
• Identify, secure, and allocate resources that promotes and allows the achievement of the Chief of Operations Office mission
• Have a clear understanding of the Pueblo’s core values and culture
• Align, focus and motivate personnel to achieve performance goals through programmatic assessment and performance standards

In addition, the Chief of Operations assist in the direction and management of the executive functions of the Pueblo government as directed by the Council, Staff Officers, and Governor.

The Chief of Operations is responsible for the Pueblo of Laguna Capital Improvement Plan (CIP).  The CIP is a process that assists the Council in its annual appropriations from the Debt Service Fund to meet infrastructure needs within the community.  The CIP Process identifies projects costing more than five thousand dollars that plans, designs, or constructs a building, infrastructure, or other facility; or, that purchases or installs vehicles, equipment, furnishings, or property.  The COO works in coordination with the Planning Program to identify these needs.
